It occurs to me that writer's block may sometimes happen because there's something in our life that we really need to write about but won't or can't. And rather than confront whatever that is, we opt not to write. In which case the condition of being blocked is a choice rather than a circumstance...

Yes. But not really. Sometimes there are so many words and thoughts and surroundings that there just seems to be no way to unblock. Some of us spend our lives hiding from ourselves. Some spend their lives in denial, and it becomes a way of life so much so that they don't realize they are blocking their creativity. Some are afraid that if they finally use that liquid plumm'r, it will take a VERY long time for the drain to become unclogged, and what is clogging it is very scary. Some sit just this side of their creativity and cry because they are afraid of it.

sometimes, i think, it's just lethargy. generally, i think, it passes, even if it takes four years...
it's self-promoting though, if that makes sense. i mean, you spend years not seeing things, sometimes it's hard to remember how again, and it's too much effort to wash the windows.
